As a follow-up to an assessment of Norwegian support to NGOs in Nepal (2001), the Roya Norwegian Embassy, Kathmandu, envisaged a need to stimulate further research on processes of national building, social exclusion and poverty, and the role of the civil society in Nepal. As per the report titled “Social Exclusion and Nation building – Assessment of prospects for enhancing the role of research and research institutions in Nepal” (June 2003), the Government of Nepal and Royal Norwegian Embassy at Kathmandu, agreed in 2005, to establish a research fund and support research cooperation between a Norwegian and a Nepali research institution to carry out research on issues of social exclusion. SNV Nepal was invited to manage the research fund.The main objectives of the Social Inclusion Research Fund (SIRF) are as follows:

1. Produce high quality and critical research on causes of social exclusion in Nepal and ways to accommodate and manage diversity.
2. Make social science research more relevant to excluded and disadvantaged groups and their agendas. 3. Ensure that research more effectively contributes to policy and public debate and a deliberativ democratic process

A total of 25 Research Fellowships were awarded in 2006 and 2007. A total of 149 Apprenticeship Grants have been awarded in 2006 and 2007. Two Norwegian research institutions and five Nepali research institutions are cooperating in carrying out research and have published eight research papers.SIRF is in the process of carrying out policy dialogue with the political party leaders, government agencies and civil society organisation through dissemination of critical discourse related to the outcome of the research programme, as well as allowing for advocacy groups to “take back” and use the research results for their own purpose. SIRF is also working with political party leaders and Constituent Assembly (CA) members to make the Constitution more inclusive. The Government of Nepal is initiating the process of making the Fund an independent autonomous body under the new law to be enacted by parliament.

सामाजिक समावेशीकरण अनुसन्धान कोषः एक परिचय

सन् २००१ मा नर्वे सरकारले नेपालमा गैरसरकारी संस्थाहरुलाई सहयोग गर्ने बारे एउट‍ा अध्ययन गराउंदा राष्ट्र निर्माण, सामाजिक बहिस्करण र गरीबीमा नेपालमा नागरिक समाजको भूमिकाबारे अनुसन्धान गर्नु पर्ने कुरा औंल्याएको थियो । यसबारे अरु अध्ययन गराउंदा सन् २००३ मा "सामाजिक बहिस्करण र राष्ट्रनिर्माण - नेपालमा अनुसन्धान र अनुसन्धान गर्ने संस्थाहरुको भूमिकामा सुदृ९ गर्ने संभावना" प्रतिवेदन अनुसार सामाजिक समावेशीकरण र राष्ट्र निर्माण बारे अनुसन्धान गर्न नेपालमा सामाजिक समावेशीकरण अनुसन्धान कोष स्थापना गर्ने र नर्वे-नेपाल अनुसन्धान संस्थाहरु विच अनुसन्धान सहयोग गर्ने गरि नेपाल सरकार र शाही नर्वेली द'तावासले सन् २००३ मा एउट‍ा सामाजिक समावेशीकरण अन'सन्धान कोष स्थापना गर्ने निण-यो । यस कोषको आवश्यक व्यवस्थापनको काम गर्न एस्.एन.भी. नेपालले (SNV Nepal) सचिवालयको कार्य निभाई रहेको छ ।

यो कोषले अन'सन्धान, अन'सन्धान वृत्ति विकास, क्षमता विकास, प्रचार प्रसार तथा र्सार्वजनिक बहस, र तालिम जस्ता कृयाकलापका साथै नर्वे-नेपाल संस्थागत अन'सन्धान सहयोग कार्यक्रममा लगानी गरेको छ। यस कोषका मुख्य उदेश्यहरु ः · नेपालमा विविधतालाई व्यवस्था गर्ने र सामाजिक वहिस्करणका कारणहरुका उच्च स्तरको र आलोचनात्मक अनुसन्धान गर्ने । · समाज शास्त्रको अनुसन्धानलाई वहिस्कृत र पछडिएका समूहहरु र उनीहरुको मुद्दा संग सान्दर्भिक बनाउने। · अनुसन्धानलाई नीति निमा लोकतान्त्रिक प्रक्रियाको बहसमा ब९ी योगदान मूलक बनाउने ।

यस कोषले सन् २००६ र २००७ मा गरि २५ वटा Research Fellowship Award गरिएको छ, भने सन् २००६ र द२००७ मा गरि १५० Apprenticeship Grants Award गरि अनुसन्धान कार्यहरु भईरहेको ५ तथा नर्वे-नेपाल अनुसन्धान संस्थाहरु विच अनुसन्धान सहयोग अर्न्तर्गत नर्वेको दुइवटा अनुसन्धान संस्थाहरु तथा नेपालको पांचवटा अनुसन्धान संस्थाहरु विच अनुसन्धान कार्य भईरहेको छ र सो अनुसन्धानबाट हाल सम्म आठटा सोध पत्र पनि प्रकाशित भईसकेको छ ।

हाल यस कोषको सहयोगबा भएका अनुसन्धान प्रतिवेदनहरुबा६ प्राप्त समावेशीकरणका सवालहरु निर्मार्णाधिन संविधानमा र सरकारको नीति कार्यक्रममा समावेश गर्ने उद्शले राजनैतिक पार्टीका नेताहरु, सरकारका नीति निर्माण गर्ने निकायहरु, बहिस्कृत समूहहरु, अनुसन्धानकर्ताहरु तथा नागरिक समाजका प्रतिनिधीहरुसंग छलफल र बहस कार्यक्रम भइरहेका छन ।

निकट भविष्यमा यो कोषलाई एउटा स्वतन्त्र नेपाली अनुसन्धान संस्थाको रुपमा विकास गर्नको लागि नेपाल सरकारले आवश्यक कार्य अगाडि बडाएको छ।
